4C Insights Inc. (“4C” or “we”) recognizes and respects your privacy rights with regard to Personal Information. This privacy policy explains how we use Personal Information as part of the data licensing services (“Services”) that we perform for our clients. For more definitions, please see the bottom of this page.

Please note that any changes we may make to our privacy policy for the Services in the future will be posted on this page and your continued use of our Services or provision of personal information to us after posting constitutes consent to this privacy policy as amended. We may, but are not required to, also provide you with notice of, or obtain your consent for any amended privacy policy via any others means we consider reasonable, including email. The date the privacy policy was last revised is shown at the top of this page.
Below you will find more information about the Services. When we license data for our business clients, they will determine the purposes and means of the processing of personal information. As a result, in addition to our use of your personal information for our clients, our clients will inform you separately about their own processing of your personal information and will provide you with similar rights to manage your privacy choices as indicated below.
The personal information we process in connection with the Services described below is predominantly pseudonymized in order to protect the identity of individuals.

Data licensing services
Our Services, which may be offered by our affiliates acting as our processor or service provider, include licensing third party data for our clients, that our clients may use to deliver more relevant advertising to you, identifying advertising that is more likely to be viewed by a client’s target audience, measuring the performance of advertising campaigns, and estimating the number of households that were exposed to a specific brand advertisement, among other Services.
To provide the Services, we may combine data that we receive from third parties for our clients and correlate that data with information that our clients have collected.
Information collected from business clients
We provide supporting services to ensure that our clients know how to use and get the best out of the Services in conjunction with the other products and services 4C and its affiliated businesses offer. In providing these ancillary services, we may collect the following types of information about our clients:
- Your name, company affiliation, business email address and other business contact details;
- Information that you provide by filling in forms on www.mediaocean.com (the “Site”) or on Mediaocean Support; when you contact us, or when we contact you;
- If you contact us, we keep a record of that correspondence; if you call our Support team, we retain a recording of the phone call for a limited period for training purposes;
- Records of pages and features you’ve used within the Site or in conjunction with our Services (including the data you’ve entered into those applications)
- Results from surveys that we may ask you to complete for research purposes, although you don’t have to respond to them; and
- Details of your visits to the Site including, but not limited to, traffic data, location data, weblogs and other communication data and the resources that you access. We may collect information about your computer, including your IP address, operating system and browser type, for system administration.

Consumer information provided by third-party providers
To provide the Services, we obtain certain data for our clients concerning consumers from third-party data providers, who may include ‘data brokers’ as defined under California and other applicable law.
This data may include information about how individuals engage with social media, identifiers provided by social media companies, the television programs and advertising that individuals view on their televisions or devices, and other demographic information about individuals. This information is linked to pseudonymized identifiers, which allow us to associate the data that we receive from third-party data providers with the data we receive from our clients without identifying the identity associated with the data. For a description of what it means to pseudonymize an identifier, please see the section below.
We may also receive IP addresses, mobile advertising identifiers and other pseudonymous identifiers for our clients from certain third-party data providers. We may associate these identifiers with any other information that we receive from third-party data providers, which may allow us to identify possible relationships among different browsers and devices. We use this data to help our clients direct advertisements to their intended digital audiences.
Additionally, we may receive modeled audience segments that are developed by third parties using location information and information about the applications you use.
Our clients determine the purposes and means of the processing of personal information we obtain from third party data providers on their behalf.
Consumer information provided by our clients
Our clients provide us with pseudonymized customer lists to enable the Services. If a client provides us with a customer list directly identifying personal information, we will pseudonymize the list on our client’s behalf before using the list for the purpose that the client provided it to us.
When we receive pseudonymized customer lists from our clients, each customer’s name has been replaced by a string of numbers and letters that represent a code instead of that person’s name. When a specific value is pseudonymized, it provides the same randomized output each time it is pseudonymized. As a result, we are not able to identify the names of the customers on these lists. As described above, we may also receive IP addresses, mobile advertising identifiers and other pseudonymous identifiers that can be correlated with the data we received from third party data providers for such client.

Opt-out and ad choices
Information collected and/or received from various non-affiliated websites, applications, web browsers, and mobile devices may be aggregated, to make inferences about advertisements that may be of interest to the users of those devices and deliver relevant advertisements to those browsers and devices based on those inferences. This activity is known as interest-based advertising.
If you would like to learn more about interest-based advertising and the Digital Advertising Alliance’s (“DAA”) WebChoices tool, and to opt out of the collection, use and transfer of information for interest-based advertising by 4C, please visit https://optout.aboutads.info/. If you would like to make those choices about interest-based advertising for your mobile device, you can do so for companies that participate in the DAA’s AppChoices tool by downloading the relevant app from www.youradchoices.com/appchoices. We adhere to the DAA’s Self-Regulatory Principles.
When a user opts-out on their browser or device using these choice tools, they will no longer receive interest-based advertising from participating companies, but may continue to receive non-personalized ads.
With respect to our Services, when a user opts-out with us or with a third-party data provider from whom we obtain data for our clients, we will stop correlating the data associated with the opted-out browser or device with the data we receive from our clients and third-party data providers and make it unusable for further matching and targeting.
You will still receive advertisements following an opt-out, but that advertising may be less relevant to your interests.
Please note that if you delete your browser’s cookies, reset your mobile device ID, or use multiple browsers and devices you will need to make your choices again.
Your rights under this policy
You have the right to opt out of any use of your Personal Information for marketing purposes by contacting us or by unsubscribing using the link provided at the bottom of our emails.
You may exercise the following privacy rights, subject to exemptions and limitations under applicable law:
- Know what Personal Information we have collected about you and certain information about our collecting, selling, sharing and disclosing of such Personal Information;
- Access to, deletion or correction of the Personal Information we hold about you, including to request a copy of your Personal Information in a portable format (if feasible);
- Limit our use of sensitive personal information;
- Opt-out of our selling of Personal Information or sharing Personal Information for cross-context behavioral advertising or targeted advertising;
- Direct us to not share your Personal Information with third parties for third parties’ direct marketing purposes;
- Object to or request that we restrict the processing of your Personal Information on certain grounds; and
- Withdraw your consent to the processing of your Personal Information where our processing is based on consent.

You may also authorize an agent (an "Authorized Agent") to exercise your rights on your behalf. To do this, you must provide your Authorized Agent with written permission to exercise your rights on your behalf, and we may request a copy of this written permission from your Authorized Agent when they make a request on your behalf. Please note that we may ask you or your Authorized Agent for additional information to verify your identity and state of residency before executing your privacy request. For a request to opt out of sale or cross-context behavioral advertising, we do not require you to verify your identity.
You have the right to appeal our decision to not honor your request or our refusal to take action on a request within a reasonable period of time by contacting us at the email listed above and clearly stating that the purpose of the contact is an “appeal of privacy rights.”
You also have the right to be free from unlawful discrimination for exercising your rights under applicable privacy law.
Subject to applicable privacy law, should you wish to report a complaint or if you feel that we have not addressed your concern in a satisfactory manner, you have the right to lodge a complaint with your local data protection authority and/or competent supervisory authority. Processing in the United States
Personal Information collected from users in the UK, EU, Australia, Canada and other territories will be transferred from time to time to the USA and the UK, and may be transferred to any other countries where we or our affiliates have offices (Australia, Canada, France, Germany, Netherlands, India, Malaysia, Singapore, UK, USA), which other countries may not have the same data protection laws as your jurisdiction and may afford materially less privacy protections for your Personal Information than your jurisdiction. You consent to the transfer of your personal data to the USA and to any other countries where we or our affiliates have offices.
Children under the age of 16
Our services are not intended for children under 16 years of age. We do not knowingly collect, sell or share for cross-context behavioral advertising Personal Information from children under 16. If we learn we have collected or received Personal Information from a child under 16 without verification of parental consent, we will delete that information. Definitions | “Personal Information” means information that identifies, relates to, describes, is reasonably capable of being associated with, or could reasonably be linked, directly or indirectly, with a particular consumer or household. “Personal Information” does not include publicly available information or deidentified personal information. “Sensitive Personal Information” consists of social security, driver’s license, state identification card, or passport number; account log-in, financial account, debit card, or credit card number in combination with any required security or access code, password, or credentials allowing access to an account; precise geolocation; racial or ethnic origin, citizenship or immigration status, religious or philosophical beliefs, or union membership; the contents of a consumer’s mail, email, and text messages unless we are the intended recipient of the communication; genetic data; the processing of biometric information for the purpose of uniquely identifying a consumer; and information concerning a consumer’s health, sex life or sexual orientation. The Services for the purposes of this Privacy Notice is the Social Ads Manager solution hosted by 4C. A Third Party is an entity or person other than you, 4C or its clients. This includes providers of cloud-based software solutions and sub-processors. A Data Broker is a business that knowingly collects and sells to third parties the personal information of a consumer with whom the business does not have a direct relationship. |

Annual consumer request metrics
4C is committed to data privacy and providing a simple and secure process for consumers to manage their personal information.
The California Consumer Privacy Act (CCPA) allows California residents to exercise certain rights, including the right to access/know, correct, delete or opt-out of certain uses of personal information. The CCPA, along with the California Data Broker Registration law, requires certain businesses to publish these privacy metrics on an annual basis.
